flower and tulip leaf are connected together

This tulip has a leaf that has a yellow part of it, that was looking like part of the flower. But it is part of the leaf. You can see when I separated them. Why does this happen? Is it common to see something like this or rare?

I had a tulip like that. I can't remember if it was just 1 year or more.
