grape hyacinths

after my grape hyacinths have finished blooming,i notice little green pods on the ends where the flowers were. are these seed pods that produce new bulbs?

Yes. Let the pods dry on the plant. When they're dry you can break them open and collect the seeds. I don't know how long it takes to go from seed to blooming size or the germination rate, though, since I've never collected seed but just let them drop around the parent plant.
