Any idea what this is? I only have this picture, haven't seen it in person. He said he thought it was a bulb, and was told that it flowers. But as of now, it looks like this.

Not enough info to say for sure, but it looks like a member of the amaryllis family, and that's the remains of a flower scape. Since there are no leaves in evidence right now, an educated guess would be Lycoris squamigera, which blooms in summer, but produces its leaves in the early spring.
