Does any one know what this is? I was told it is rare but no name. Thanks

Are you sure it grows from a bulb? If it doesn't, you might try asking at The Houseplant or Tropicals Forums.

Are the leaves kind of fuzzy or slick?

You might check Ledebouria pauciflora or L. ovrifolia or other Ledebouria and Scilla species. Many of the South African natives are yet unnamed and unidentified, but some have made their way into the Houseplant trade.
