how do you stop runners from popping up-plumcot tree???

I PLANTED A PLUMCOT TREE-APRICOT AND PLUM,THE SECOND YEAR IT HAD PRETTY WHITE BLOSSOMS,IN THE SPRING.THE THIRD YEAR,NO FLOWERS.THEN THE FOURTH YEAR,THIS YEAR,IT STARTED GETTING RUNNERS EVERYWHERE IN MY GRASS,EVEN 6 FEET AWAY.THAN THE TREE STARTED GETTING WHITE STUFF ON THE BARK,THAN SOME OF THE BRANCHES LOOK LIKE THEY ARE DEAD.HELP!!!!!!!! THANK YOU

You might try asking at the link below, if you haven't already.
As far as the suckers coming up. I doubt if there is anything one can do except cut them off, either with the mower, or with hand pruners.

I had never heard of a Plumcot b4. Sounds interesting!
