Zone 8 foundation plantings

I need suggestions for my front bed. We have sandy well-draining soil. The bed faces west-sw so it is shaded by the house until around noon. It also gets a fair amount of wind due to a ball field across the street. The windows are approx 2 ft from ground so I need so base plants that won't grow too high. Bed is roughly 22ft wide with left half 7 feet deep and rt half 4 feet deep. I would like to avoid ligustrum and loropetalum. Are boxwoods an option? I like hostas but don't think they'd do well. I hope to incorporate some daylillies, lirope, annuals, and perhaps a sago palm.

Any suggestions are welcome.
