mulch and annual flowers

I need to get some smarts here.cause I aint got any.

I'm going to plant annual flowers,but I want to put down mulch as well.soooo,what goes in first?,the mulch,then dig a hole for the flowers ,or plant the flowers,then cover the mess with mulch,and brush the mulch off the flowers.

Plant, then mulch. And don't cover them all up. Apply the mulch with a gentle touch :-) Mulch will tend to reduce or eliminate self-seeding or seed germination if you plant seeds directly, so keep that in mind as well.
