Water Sucking Plants for a Berm

My backyard sits below adjacent properties and I am considering an elevated berm of dirt and plants to soak up water as well as route some of the water to a lower elevation. What type of plants should I consider that also do not loose their leaves in the winter?

Besides the USA you need to tell us what Zone you live in, but the odds are great there will not be a lot of evergreens to chose from that soak up moisture.

Go to the Missouri Arboretum website and learn about evergreens that like moisture. I believe its called Kemper.
http://www.mobot.org/gardeninghelp/plantinfo.shtml. I don't beleive you'll have much luck locating evergreens so you may have to change your direction.
