Planting flowers around holly tree

I am trying to create a semi-shade garden around a very old and very big holly tree. There are lots of dead holly leaves on the ground, do they change the balance of the soil? - can i leave them and just add mulch, soil etc. and plant - or should i try and remove the holly leaves (of course each season they will return). (right now lily of the valley seem to love the area) thanks

No, they won't change the balance of the soil. They're a problem only in that they're tough and take forever to decompose. And they've got spines. I might rake off the top layer and go from there. Wear gloves.
