When Do I pick Sweet Banana Peppers?

I have around 10 sweet banana peppers that are all around 4 1/2 to 5 inches long. They look even bigger than the ones in the grocery, so I'm wondering if it's time to pick. They are a very light green to a light yellowish color.

When can I pick them?

Any time you want to. They are good any time. If you want to let them get red on the plant, they may be a little sweeter, but will probably decrease production of the plants from letting them get fully ripe on the plant.

I would suggest that you sample some at various sizes to see what your preference is and pick accordingly.
