Preparing garden for Spring in Winter

What is recommended to prep my garden for the spring in the winter? Is there any vegetables I should plant in fall/winter for the spring? What is recommended to prep soil for a successful growing season in 2013. My tomatoes are so green but I have over 3 dozen I guess they aren't going to get red this year. I am getting upset at my gardens stunted growth but looking forward to a successful 2013 season. Any special manure recommendations? Why not plant a cover crop to till in in the spring? Your zone is ideal for cover crops and green manure crops.

As for fall planting - onions and garlic.

PS: there is still plenty of time for your tomatoes to ripen but next year try to get them planted earlier than you did this year.
