Honda HRR216 Operation Question

I need help getting my Honda HRR216 from idle into cutting mode. I can get it on and running just fine. According to the insturctions, once I push the Roto-Stop button and hold down the Blade Control lever, I am supposed to release the Roto-Stop lever and the blades will begin to rotate. When I do that it stays in idle. What am I doing wrong?

'Idle' refers to the lowest operating speed of the engine, which has no use at all in using a mower. After starting, with a mower that has no manual throttle, the engine should be running at cutting speed. With a hand throttle, you move the lever to the 'fast' or 'run' position which may be indicated by a rabbit drawing on some mowers.
As for the blade clutch, if you are following the directions in the manual and the blades won't rotate, you should return the mower.
Maybe somebody else that has one of those will chime in.
