honda hr214 won't start unless roto lever engaged

Hello. Mower was working fine. Removed blade to sharpen. Reinstalled blade and pull rope was frozen. Engaged blade with roto stop lever, pull rope would then pull and start mower. When I release roto stop lever, engine abruply stops. What do I need to adjust? An y other ideas? Thanks for your time.

Was the mower tipped w/ the air filter down? Is it contaminated?

The Blade Brake needs to be adjusted. It is braking the blade and the engine.
