Looks like one of the Packera (Ragwort) species.

The leaves feel sort of leathery. I looked up Packera species and I couldn't find any that had that type of foliage.

Packera species are tough to identify, even with flowering plants in hand. However, those oblong leaves in your photo remind me of Packera plattensis (Prairie Ragwort). The photos from the Kansas Native Plants guide (see link) show similar basal leaves to those in your photo.
