Noticed in semi neglected public area - flowering now with sweet fragrance - not sure what it is - anyone help?

Or Coronilla valentina. AndyBurton your location says you are in the US. Is that correct? Putting on deerstalker, now. Something about the combo of plants and the phraseology makes me wonder if this is in the UK? Maybe near the coast?
