Is this a crape myrtle?

I saw these two pretty trees outside a store the other day. They have multiple trunks like crape myrtles but the tops look a little different to me. The foliage seems more dense. What do you all think? It's too early in the year for blooms if it is a crape myrtle so it may be tough to tell what it is. Any help would be appreciated!

I'm in the Charlotte, NC area, zone 7.

Habit suggests Sophora secundiflora, however without a closeup that's
only a guess.

take the closeup.. with your phone upwards ... see if it comes out right

Green, absolutely not a crape myrtle, as you guessed. There are all kinds of possibilities, including shrubs that have been limbed up to create a tree form. I first thought of wax myrtle when I saw this, for example. Chinese privet is also mushroom pruned for this effect. Pittosporum and some hollies can be pruned this way, but these plants are not likely to be either of those.
