ID required

IanW Zone 5 Ont. Can.June 1, 2014

Forgive me for the poor photo.....but my friend would like to know what this shrub may be.....
It is approx. 2 feet high and somewhat mounded in growth.
The leaves are thick and waxy and stay on the shrub all winter in zone 5 in a sunny location.
She says, she has never seen it flower.
I don't need the exact name of the shrub, but if you can narrow it down to the family, that would be great.
