What is this flowering bush?

Alrighty, my Mom found this very strange plant roughly a block from our house. It's growing at the base of a conifer and there are several of them around it. I've never seen anything like it before and am stumped. Does anyone know what this is and if it's something we could dig up and replant in out garden? The flowers are really quite beautiful even if it's completely covered in hair-like thorns. Hope someone can ID this for me. Thanks.
