2nd plant ID, please (milkweed?)

I saw a small milkweed plant that looked just like this, and I sowed rose milkweed (asclepias incarnata) seeds here a year ago. I don't think it's the same tarragon-like weed I inquired about on May 29. There are some smaller ones to the left of the bigger one (photo is tilted counterclockwise).

Perhaps a closer picture would help. In the meantime, if you pull off or cut a leaf, a milkweed should ooze a milky sap.
