newly planted bareroot rose garden.

I am a first timer when it comes to roses and have recently planted a memorial rose garden using a selection of 9 bareroot roses from Jackson & Perkins. I planted according to specific instructions (amended soil and what not) but they are slow growing and 2 to 3 canes of every rose have turned black and then woody with no leaf growth at all. The green canes seem to be doing better. I spent a considerable amount on this memorial garden and need some help to find out what the problem is. Any ideas?
