Little blue-green semi-arid plant

I found this in northern Utah in a semi arid location. This particular plant is less than an inch tall, but there were others that were up to about five inches tall. Its flexible and had shallow roots and is drought resistant. The leaves a bluish green with white hairs. The stem is kind of a pinkish purple. It seems to grow well in sandy soil.
Does anyone know what it is?

Could also be Ives Phacelia. Hard to tell from your photo just what it is, so I am taking stabs in the dark.

I looked up the two plants you mentioned , and it sounds like it is definitely halogeton. Thanks for the help!
