I keep my day-to-day living as simple as possible, so when a crisis hits, I have some reserves and resources available to handle the crisis.
This may not be true for the Russian people. Their day-to-day lives have been very difficult for a long time. I can see why the comment: "Any idiot can face a crisis" was made. When a nation's money is spent to face crisis, that's the outcome. If a nation's money is spent to make day-to-day living easier for the people, that will be the outcome.
