Oleander Pos and Seeds

I have a red flowering, six foot tall, Oleander that is full of split open pods. Each pod contains hundreds of fuzzy, half inch long, light brown, heavy on one end, pods. Are these the seeds? If so, is it too late to plant them? In fact, is this the best way to get new oleander bushes? What is the best time and method of planting the seeds.

They are seed....Pretreat seed at 40F for 4 weeks then lightly covering seed soil temp 65-70F.
I only use cupptings to propagate this plant.. & now is as good a time as any to propagate this plant using either seed or cuttings.

They are so easy and fast from cuttings and the plants will be duplicates of the mother plant I would not bother with seeds unless you are mailing them somewhere. Al
