I've started Impatiens from seed before, but not this particular kind. Germination rate was a bit lower than with your average annual. I love the Thompson & Morgan Germination Database---a kind fellow gardener posted the link to it on here a few years back and I'm referring to it ever since when I start a type of plant I've never raised from seed before. If you plan on printing it out, make sure you print it landscape format, otherwise it cuts off some of the info.
Like New Guinea impatiens they are usually grown from cuttings as far as I know. But since they are in the same balsamina family my guess would be you'd use the same germination guidelines.
