Is this Brassica napus ? Found on a secondary roadside...

I don't think so. The leaves are wrong. That said, yellow Brassicaceae are a nightmare. A wild stab would be Diplotaxis tenuifolia, which I grow as Wild Rocket, for salads. Not even sure if it occurs in the wild in Romania but it does in France and Germany.
