Which sedum? Different types have different germination requirements, just about all are surface sown.

Sedum acre, aizoon, forsterianum, rupestre, and spurium, 68ºF, germinates two weeks.

Sedum anacampseros, floriferum, kamtschaticum, lanceolatum, oreganum, pulchellum, and reflexum, 68ºF, germination slow

Sedum album, ewersii, spathulifolium, and ternatum, 41ºF, germination irregular, often several months

Sedum populifolium, and telephium , warm -cold -cool cycles germinator, needs a few weeks at each of the three while moist

Sedum spectabile. Surface sow on a well draining seed sowing mix 40-50F . spectabile seeds will usually germinate in 15-30 days, even under good conditions germination may be erratic - meaning not all seedlings will appear at the same time.
