Need help identifying this shrub or tree.

I've ridden by these shrubs a few times and I've never seen anything like them. I'd like to plant some of my own but I don't know what they are. Sorry for the picture quality, it's as close as I could get. I understand if the picture is not enough to go on. Thank you in advance.

Really hard to make out but could be Mahonias. (M bealei, M japonica or one of the hybrids such as Charity or Winter Sun. ) Are they flowering now? Yellow flowers? Pinnate leaves with holly shaped leaflets?

It's a pity you did not stop and get out - the perfume in the dead of winter is fantastic.

Yes, a location would be very helpful. I see what look like Norfolk Island pines, but if this isn't in a tropical area, then that's not what they are.

It does look to have broad leaflets. They're definitely mahonias, anyway.
