strange brown spots on weigela

I have a variegated weigela (6 yrs) that last year developed small brown spots on the top side of some of the leaves. The garden center person told me that the shrub needed more water. The leaves soon became crinkly and shriveled but didn't fall off until fall. Now I'm starting to get the spots again. They are tiny brown spots, somewhat clustered together in different parts of the leaf. Anyone have any ideas?

Four lined plant bug can leave spots on weigela leaves. They are also prone to leaf spots caused by a fungus, apply fungicide to control.

Thanks for the link! The picture they show is exactly what I have on the leaves. Since it's just starting, I'll be able to eradicate these little buggers ASAP.
