Shrub Identification

My daughter just bought a new little home in Wilmington, NC and this shrub is on the side of the house. It has not bloomed at all and she says it has no buds so we aren't sure if it is a flowering shrub or evergreen and she would really appreciate any instructions. She is new to gardening AND new to NC!

The shearing is probably keeping it from blooming.
