moving a rose now?

pembroke(6--Louisville KY)March 10, 2014

I know the ground is not frozen enough to hurt and the rose is still dormant, so can I move rose to new location. I'm just South of the Louisville, KY area. Bullitt Co. Pembroke

If the ground is thawed and not too soggy to dig in I'd say go for it.
