dead shrubs by chewed roots

I had a beautiful deciduous azalea and burning bush and this spring they were bent over. When I tried to straighten them up all the main roots (3/4 ") had been chewed through. WHO did this?? I have had rabbits chew the bark but never had the large roots chewed.Help!!
