The clutch cable came off by the carburetor. It appears the screw has a slot and I guess I need to put the wire/cable back into the slot. I assume its a press fit but not sure. Can anyone instruct me how to get this fixed?

You might be dealing with a type of clamp. There is a bolt, which has been drilled, with a hole large enough for the clutch cable to pass through. There will also be a washer, and a nut, that fits the threads on the end of the bolt. So you thread the cable through the bolt, and then put the bolt on the arm that operates the clutch. The washer and nut are added, and the nut is tightened down. Does this describe the parts you have in hand?
Yes, except the bolt has a slot. I have glued the end of the cable in the slot and now it works perfectly.

I looked up the Honda tiller that you have, and learned that the throttle is controlled by cable. The clutch is a centrifugal type, disengaged when the engine is at idle, and automatically engaged when the engine revs up, maybe 1500 rpm or so.
