I have a th098sa tecumseh engine in a Toro snowblower with a fixed rpm setting. I'm not able to find the maximum rpm setting for that. It sounds good around 4000 to 4500 without a load, but I'd like to be sure.

That sounds low to me? somewhere around 8 grand would be closer IMO for two cycle????
The manual gives a range of 4300-4700 rpm as maximum.
If you spin any of the engines Toro used on their snowblowers to 8,000 rpm, you'll put the rod through the case.
OP is correct that Tecumseh engines should max out at 4,700 rpm. However, if you have the Suzuki 47P, max is 3,800 rpm. This is same basic engine used on the Proline commercial and homeowner mowers.
