diseased looking rosebush

My housemate has a bunch of different roses in her garden. One of the rose looks like it is diseased. The stems and veins of the leaves are red, while the leaves are green. Some of the stems are leaves are twisted and deformed. No roses are currently present, however there are fuchsia flowers present. Could this be an artifact of grafting? I don't know anything about roses. Does anyone have a possible explanation?

Post pictures if you can. Could be herbicide damage or a terrible contagious viral disease, Rose Rosette, now common in the East and Midwest..

Any blooms on a rose bush, however deformed, are roses.
