Ridgid 3000psi idle down and cat pump problems

I have a Ridgid 3000 psi pressure washer with the idle down feature and it has a cat pump. I just used it today for the first time and where the water hose connects to the pump it sprays water and as soon as you let off of the trigger the engine is suppose to idle down and it doesn't. I have a buddy with the exact same pressure washer and I hooked it up with the same hose to compare and no water comes out where the garden hose screws into the pump and it idles down. I don't know how to fix it. Why is there water coming out around where the hose screws in? I think when you let off the trigger it's suppose to release the pressure and then the idle down feature is suppose to kick in but I don't know. I need help.

Do you have a rubber washer in the fitting?
