Spraying rosebuds

Can I spray Safer on rosebuds without harming the flower? I have huge scrub roses with lots of aphids. I've been squishing them but there are many. My roses are just starting to open but not quite.

If you mean Safer soap, it shouldn't hurt the rosebuds. However, most roses are able to repel aphids at about the stage you are reporting (buds about to open).
