Is this rosette virus?

I found these curly new shoots coming off my David Austin. Is this the dreaded rsv? Help!!!

Probably not. The leaf spacing is normal and the leaf sizes are normal as well

Has your garden had frost lately? From damage to a leaf in back, the rumpled one, I wonder if you have a very localized frost pocket.

I agree that it doesn't look like RRV. They look wilted not curled. Which DA is this? How is the over all healthy of the rest of the plant? Is it own root or grafted?

They look like normal new canes that either did not get enough sun or maybe suffered from some cold damage.

Freeze damage if it is widespread, or mechanical damage to the underlying cane that has interrupted moisture flow to these shoots, causing them to wilt. Check for canker, or chewed bark, or breakage.
