Clutch stopped working

I have a Yard Machine riding law mower.

The clutch quit working. Looking underneath I saw a frayed belt.

Is this the problem and I need a new belt or is it something else?

Yes, it is probably the belt. They only last so long, then they fray, get hard, lose their rubbery condition, and fail! Happens to all of us!
