Weird Black Tar stuff under Maple Tree

I have a maple tree which has some weird black tar looking stuff around the base of the tree. When I first see the stuff it looks black and has a fine texture and is soft and it turns brown over time. I also see some yellow spots on some of the leaves. Not sure what this is but it looks like my tree may be in trouble as its leaves are not as full as my other maple. Any suggestions?

Probably sooty mould growing on honeydew (a.k.a. 'aphid pee').
