Any idea what this is?

I'm looking to add some spring color to my garden. My neighbor has a few of these that bloom with purple flowers in mid-spring. He has no idea what it is. I know it would be a lot easier if I had a photo of the plant in bloom, but this is the best I can do. If anyone knows what this is or has a better suggestion for a low growing, spring blooming plant I would appreciate it:

Could be phlox subulata aka moss/arctic phlox.

Could be a Heather. The picture is too fuzzy to see the leaves clearly.

Sure looks creeping phlox to me. Not sure which one...can't keep em straight.

Here in the foreground is some of my purple in bloom. I also have some pink but the purple spreads much larger for me.
