I would say neither, it's a structure. I did something similar a couple years ago; have clematis and roses climbing up it. (Thank you Labor Pool!)

I really am liking the satellite gazebo. Does anyone know how to build such a structure?

Mine isn't finished yet - I am going for a rustic look, so we used hedge posts. I painted the dish to look rusty, and this summer we will enclose it with smaller hedge posts. The hardest part was getting the post tops level.
