I have a 180 degree (1/2) circle shade umbrella & that's what I thought this might be but it isn't. Maybe they thought it was cool or conversation piece. Is the other straight across from this 1. Maybe they tied 1 from each together & hung a shade cloth on it(like it was a pole) to keep patio cool or sun out of their eyes???

No answer, Could they be clotheslines that had some kind of ropes so they were in circular shape & not like regular clothes line. So the metal hanging down was raised & held the clothes to dry??

Is it a trellis?

I've seen a clothes dryer that looks like that--the vertical rods lift up and somehow latch into place when they're horizontal.

It looks like a trellis for a potted plant. Is it about two feet above the ground?

Those flat loops at the bottom look like places to feed the young runners of a climbing plant, which would then climb up the metal rods.
