help! tropical green privacy screen

On south side of our patio swimming pool the neighbor has a large dead tree for three years now depressing to look at but he will not cut it down some issue with his dog dies tied to the tree and the tree dies months later.

DH and I want to block out the dead tree and create privacy 25 ft high. With Tropical evergreen, shrubs os appropiate planting.

We are in Zone 9 West Coast Florida.
Consider roots not be too large ar agressive we have heard of roots growing through pool walls.
also something that is hopefully not attractive to insects.

Please post suggestions?

I'd go with bamboo. Everything sold now is only clumping bamboo and very easy to control, look at the pictures of my bamboo half way down this post.
