I think it's a Mandevilla vine.

It looks just like the Mandevilla I just bought. Also called Brazilian Jasmine.

Yes, it's mandevilla. Not an annual, but a vine, which goes dormant in winter but loves the summertime (at least in my zone). I have a pink one called 'alice du pont' but it looks like yours is 'red riding hood'. Nice plant!

In your area, it will die in the winter unless you bring it inside. They are a woody vine, but a very tropical one that won't make it in most locations without a protected winter home out of the cold.
