In my experience, they do bloom that late. I've been lucky a few times to get some blooms in the summer months, but normally it is after September that mine get flowers.

I did read about places like California where they can grow year-round and become great displays of foliage and flowers, but mine reached about 3ft and then died down for the winter.

In so.CA they get tall and woody. Stems fall over and root themselves. Soon you have a thick colony of them trying to be a hedge. I like how they bloom all year.
