What annual in this narrow bed?

I have a narrow bed about 28" wide by 30' long next to the sunny south wall of my garage. Last year I planted zinnias that grew to 3 feet and my wife said they were just too tall there in a row. There is no room for a smaller planting in front of such tall zinnias.

What small, but constantly blooming annual could I plant there about 12-18" tall. Is there a variety if zinnia that is a dwarf?

Zinnias seem to do well in our clayey soil and the butterflies come by the hundreds.
