Yellow spots on mini-sunflower leaves

The leaves of my mini-sunflowers have developed tiny yellow dots. What does that mean? I don't remember this happening with last year's sunflowers.
Is it a soil issue? A bug issue? Too much water?
Any info. would be appreciated.
