I don't know what's going on with my verbena (tucked into the side pockets of a strawberry jar) and an adjacent dahlia, but they have this weird light green reticular network on their leaves. Can't be anything good. They have been watered regularly and I applied Plant-tone fertilizer to their containers.

What is the pH of your tap water. If it is high, it could be raising the soil pH over time, making trace elements, particularly iron, unavailable to the plant. You might try getting a product that reduces soil pH and supplies trace elements. Should be available in any decent garden center (probably not so much in a big box hardware store). Even if your water is acid or neutral, just the act of frequent watering in pots tends to flush out nutrients, even if you fertilize. I have that problem, and using this type of product goes generally correct the issue.
Here is a link that might be useful: Something along these lines may help.

a simpler question is.. did you change the media in the pots??? most potting media.. is VERY short lived.. and should be completely replaced at least every other year ... and that would be why.. you had no problem last year in the same pot.. but this year.. they are having deficiencies... what denn suggests.. will not solve the issue of the media itself ... its the band aid to the hip replacement ... if you will ... and if you have it filled with soil.. well.. that is your problem ... am i right??? old media?? .. if not.. never mind.. lol ... ken

Old potting medium or just plain crappy medium could be problems, certainly. But I am suspecting the Holly-tone...organic based fertilizers require biological activity in the soil to work....something that a good potting medium won't have. I suggest an all purpose, soluble house plant food. It's important to flush plant containers regularly, but fertilization should replace the lost salts. I very much doubt that the pH of the water is an issue. Municipal water supplies are generally pretty good, pH -wise. And NYC has some of the best water one can get out of a tap.
