Need advice, what plants on windy, sunny roof deck?

Hello,
I want to spruce up my roof deck, it is an apartment, so not looking for super crazy expensive plants, and not a whole lot of plants either. We have sun on all sides, and it is about 6 stories up, with no taller biuldings next to us, so, lots of wind, very windy. The sides of deck are the trellis material, i wanted to put a few planters and grow some kind of vine that can take a lot of sun, and a lot of wind, PREFERABLY flowering, if not, thats ok. I want to block the wind some so i can put a few planters of flowers/plants. What is the best option for the vine? What would be the best option for the potted flowers or plants? I do want SOME flowering plants in pots at least.
Wanted to get the plants/seeds to start inside now and put up when it gets warmer.

Hi Boston, not sure if our situations are comparable, I live in Ottawa, seventh-floor apartment - plenty windy up here too! For vines, I have good experience with Morning Glories. Moonflowers, their cousins, as well, although those bloom late in the season and have never brought too many flowers (but are they ever spectacular if they come!). Canary Vine has worked well too. Asarina worked well last year, took a long time to germinate, many purple flowers and pretty leaves that resemble ivy leaves and turn reddish in late summer. Sweet Pea - not so good, wilt fast in the sun. I pre-grow my vines indoors, planting the seeds in windowsill-size seed planters that work like mini greenhouses. Lee Valley sell very good ones. Re flowering plants - my best experience in the windiest spots are wildflower seed mixtures. Have them each year in boxes on the railing - fantastic. They get ruffled in storms but have always recovered. Had the regular and the low growing ones. All spectacular! In more sheltered spots, I plant bush daisies, bluebells and snapdragons (dwarf varieties are best in windy spots) regularly.
