New to balcony gardening

I am wondering what are the best herbs and veggies to plant on my balcony. I face east and live in utah so the wheather varies. I want to get a four or three level shelf to put plants on. I am ignorant to gardening and all that it in tells. Please help.

I am growing tomatoes, lettuce, chilli peppers, Basic, Sage, Parsley and Carrots. Went overboard this year, but its good fun.

That's Great!
